In san jose is there a cool lounge handout bar area where the public can come in, have a drink and wager on sports like one would at a vegas hotel/casino?
Not a cool one, but there are a couple places to turn in a bet. The first one to come to mind is the Morazan, but it's nothing like Vegas. Personally I'd recommend just hitting the sportsmen's lodge for drinking and game watching and put all your bets in your offshore account.

NES- Why do ticos drive 40-50km/hour, or 24-30 miles per hour in every lane? why don't they respect that
the left lane is for passing which is a universal code for driving? along with that, why do most refuse to turn right on red? Again without a sign dictating otherwise, a universal driving rule.
