Mobsters accused of taking control of 2 labor unions

ELIZABETH, N.J. - Authorities on Wednesday charged that mobsters gained control of two labor unions, cheating taxpayers with no-show jobs on public projects.
The reputed gangsters and two union officials were among 25 people accused in a variety of schemes, including illegal gambling and loansharking operations.
Arrests of suspects began Monday night following a yearlong investigation that began when state police learned of a large gambling ring in central New Jersey, authorities said. The investigation ultimately included the FBI, the Union County Prosecutor's Office and eight other law enforcement agencies.
Authorities accused Andrew Merola with leading the enterprise. Merola, 38, is a soldier in the Gambino crime family, and has ties to the Lucchese crime family, Union County prosecutors said. Merola, of East Hanover, was held on $1 million bail.
"Merola benefits from the activities of dozens of associates who report to him on their activities, which range from gambling to loan-sharking to a highly organized theft ring dealing in high-end merchandise," Assistant Union County Prosecutor Scott Kraus said.
Also arrested were John Cataldo, an organizer for Operating Engineers Local 825 in Springfield, and Joseph Manzella, the business agent for Laborers Local 1153 in Newark.
"Both men basically surrendered their control of the unions to Andrew Merola," Union County Prosecutor Theodore J. Romankow said. "In one instance, Merola solicited a bribe of $20,000 in exchange for not reporting the use of nonunion labor" by an associate, Romankow said.
Lawyers for Merola, Cataldo, 44, of Nutley, and Manzella, 49, of West Orange, were not immediately known, authorities said.
A message seeking comment from Local 825 business manager Kenneth P. Campbell was not immediate returned.

Merola ran his operations from a construction site under the Goethals Bridge in Elizabeth, where he had obtained a job through Local 825. Merola and another Gambino soldier "would cover for each other in a no-show scam that allowed them to collect full pay for not showing up at work" at the taxpayer-funded project, Romankow said.
Investigators found that Merola's gambling operation stretched from central New Jersey to New York City, Assistant Union County Prosecutor Julie Peterman said. It involved a Web site,
http://www.topbettors.com,/ where gamblers could bet on casino games and sporting events, authorities said.
Merola often used violence or threats of violence to collect his debts, which carried high interest rates, Peterman said. Two of those arrested were accused as acting as his enforcers.
Merola's connection to the Lucchese crime family was through Martin Taccetta, a Lucchese soldier who was among those arrested this week, Romankow said.
"Merola helped Taccetta collect a debt and shared in the proceeds. We also believe that Merola shared the $20,000 union bribe with Taccetta," Romankow said.
Taccetta, 56, of East Hanover, was freed from state prison in 2005 on $500,000 bail after serving 12 years of a life term when a judge in Ocean County ruled that he should be given a new trial on racketeering and extortion charges related to a 1984 murder carried out with a golf club. He is the brother of Michael Taccetta of Florham Park, an imprisoned Lucchese leader.
