This evening, in Covington, Louisiana, local activists met to develop a simple strategy by which we might remind the White House of its dismal failure during the aftermath of Hurricane Katrina. It was decided that a simple gesture would be most effective. Accordingly, we will each mail a single bottle of drinking water to:

Have to agree with some of your points here dirty, BUT you can ask people to leave, and if they do great, if they don't then well that is their problem. You have to admit the government really screwed up once the hurricane was over though. The whole thing for a week after was a cluster-fuck. Our government dropped the ball on this one. Hell they still can't get it right over there nearly a year later. Out of the 100 thousand trailers there, they have discovered there are only 3 different keys, that will open every trailer. Sounds secure to me. :doh1

I have a question for ya then. I am a responsible person. I really would like to think that I have all my ducks in a row. Now if I happened to live in NO with no transportation of my own, and I was told to leave. BUT leave my dogs behind as they are not welcome on the transportation that the Gvmt has provided. Well I would have to say sorry, I'm staying. My dogs are my responsabilty. So the consequensces to my actions should be stuck at the civic center for days with no food, no water, no security, to still be told, "Hey we told you no dogs" go back to your flooded house and figure it out yourself.

Well, well, now what. Granted you may say hey stupid,your dogs are not worth your life. Well my dogs were my respons. before the hurricane, during the hurricane, and after the hurricane. If I left them there to die, then how responsible would I be???

Very good point Hell!:+thumbs-2 I guess cons do not care about pets...I always thought it was just groups that didn't vote for them. Now, I think they're really bad when they leave behind Lassie and Morris and just say, "Fuck 'em!":cheers

It has nothing to do with pets...as I love dogs...have had many in my day....But if it comes to my family or my dog.....sorry....the dog has to go.....As unfortunate as it is....Bottom line is...if the dog wasn't attached or in a fence or house they probably head for higher ground anyway as the Fight or Flight comes into play and they run for cover....Their Instinct is to save themselves......


Why don't you ask Blanco why she told the Redcross the Next day she didn't need them....they were in Alabama, Miss and were told to stay out of LA as they didn't need them....People thirsting to death and LA don't need them.... Nagin even said on TV that they didn't want to make the Evacuees too comfortable becuase he didn't want them to stay too long :hung

That is not my situation. So of course not. I would not have kids if I didn't have transportation in case of emergency. I do own a car ect. I was just proposing a situation, that we saw play out on TV right before our eyes. If I had kids I would have been out of there faster than you could blink an eye. But also with my dogs in tow...:cheers .....I was thinking more of the elderly that do not have tranportation, and have pets. For some that is there only family, so I can understand thier position. I always try to put myself in the same situation, before I judge. So if I was 80 years old, with no transportation, and Fido was my family, then hell yeah I would stay.

The reason they listened is the National Guard is under the control of the Respective states Until the Governor asks for Help....They couldn't go in....and people Blame the Federal Government.... if they go in without permission as stated by Law they get Bombed for Destroying the Constitution and Laws...... Had Private contractors offer to pay the city to rid them of all the cars destroyed in the floods...at a $100 a pop....Nagin said nah....we can do it.... Instead of making $5 mill for the City it is going to cost the City $23 Million to do the work... Net Loss for the REsidents of NO 28 Million Smackers...... But Nagin did nothing Wrong....he has a Chocolate City.... Right after Katrina Harris spent 500k remodeling her Office at the Governor's mansion while people were starving....she gets a Pass....she is a Democrat. According to The New Orleans Times Picayune there were 50,000 vehicles ruined in Katrina and abandoned by their owners.

The largest auto crusher east of the Rockies, K&L Auto Crushers of Tyler, Texas offered to pay the City of New Orleans $100.00 per vehicle, 'as is, where is', an estimated <nobr>$5 million</nobr> net to the city. They agreed to bring in 5 to <nobr>10 portable</nobr> crushers, work <nobr>6 days</nobr> per week and complete the job in <nobr>15 weeks.</nobr>

Of course, mayor Nagin knew better how to do the job and refused the offer saying the city would do the job themselves. It seems that now it will cost the City <nobr>$23 million</nobr> to complete the job. The vehicles are still there today instead of being cleaned out <nobr>5 Months</nobr> ago.

Now, lets see if I have this correct. By doing it J&L's way the City of New Orleans would net <nobr>$5 million.</nobr> Doing it mayor Nagin's way costs the city <nobr>$23 million</nobr> for a net cost to the City of New Orleans of $28,000,000.

This is the same mayor that wants The United States taxpayers to give <nobr>$50 billion</nobr> to New Orleans and let him rebuild a "Chocolate City" his way without any oversight or any control.

Louisiana's first attempt at getting the state's Katrina-damaged junkers hauled to the crusher had it inking a <nobr>$62 million</nobr> contract in <nobr>March 2006</nobr> with TruSource Facility Services, a small Georgia janitorial firm, and <nobr>L&L Steel</nobr> Builders, a tiny contractor based in <nobr>New <!-- --> Orleans.</nobr> Concerns were repeatedly raised that neither of these companies had the manpower or experience to handle the job and would not be able to complete the work successfully. However, those concerns became moot once the companies proved unable to secure financing for their performance bond and therefore lost the contract.

The statewide contract has since been awarded to DRC, a construction and disaster services firm in Alabama that bid <nobr>$33 million</nobr> for the job. It began the work of removing cars in <nobr>mid-June 2006</nobr> and expects to complete the task by <nobr>30 August</nobr> 2006.

DRC is currently being sued by the U.S. government over its USAID work in Honduras. The 2004 lawsuit (still being contested in D.C. federal courts) alleges that DRC misrepresented its personal and equipment assets, improperly subcontracted most of the work, and submitted false invoices totaling more than <nobr>$12.6 million,</nobr> of which DRC pocketed <nobr>$5.2 million</nobr> after paying subcontractors. Federal prosecutors are seeking to recoup triple that amount in damages plus other costs.

As to who is footing the bill, in March 2006 FEMA set up a fund to cover <nobr>100%</nobr> of the towing costs for wrecked and abandoned automobiles in southern Louisiana. However, under that fund's reimbursement formula, the state would be required to pony up <nobr>10%</nobr> of the costs for work performed after <nobr>30 June,</nobr> a date that would have been a reasonable cutoff point if the job had been begun in March, but which is wildly unrealistic in light of the <nobr>18 June</nobr> 2006 commencement date. It is not yet known if FEMA will still insist on collecting the <nobr>10%</nobr> fee or will waive it.

Ok we agree Nagen is an idiot. It just kills me though, that we can be first reponders everywhere in the world. And we do a hell of a job. But the bottem line is you had to be blind, not to see that this was going badly. No matter what kind of bullshit Nagen was trying to blow up people's asses. He called the Governor...they talked and she decided to do Nothing with Federal Help....IT Falls Squarely on the shoulders of Blanco and her STate office of Homeland Security....The Told the National Guard and the Red Cross they did not need thier Help....The Red Cross had Trucks at the Border of LA waiting for Permission to enter and Help....They were Turned away.... Bottom line is you can't have it both ways....which is what the Dems want.... The levees did break becuase of the Hurricane....Bottom line is you see this storm coming for a week.. you live below sea Level...Levees are only good up to a Category 3 hurricane.....you got a cat 4 bearing down on your ass..... You decide to stay....WTF are you doing blaming anyone else but yourself.... If there was not a Hurricane the Levees would still be there.... Money was alloted by the Corps to Fix them years before....and it wasn't Spent..... The Corrupt Government of LA, which has been forever the Most Corrupt in the history of Politics, Is to blame for this mess....And Noone Else....


Sure we are first Responders....And we get permission from those Countries to Help, send aid, etc....The STATE of LA did Not Invite the Fedral Government in to Help for almost 48 hours after the Hurricane was gone....And that is The Feds Fault....:hung

YOu make good points...but not how it works here in the states....Our States have rights....They are slowly eroding....But we are supposed to be a Republic of Free states that is self dependant of the Federal Government for everything other than Money and Military..... We can't have it to where a President has that much Power...Unfortunately some state leaders don't get it..... Why not go ahead and sign over the power like the other states do if you know Federal Assistance might be needed... It is a State thing and The Feds don't need that much power over anything IMO. When the commity see's that the guy is failing his people, we push the button and it works like an ejection chair. Hindsight Devil, we will never know if everything would have been avoided if they would have just fixed those dam levees. I know one thing for sure. It would have been a lot cheaper if they would have fixed them, rather than paying for what has happened because of them. Penny wise pound foolsih.

The Bush administration is being widely criticized for the emergency response to Hurricane Katrina and the allegedly inadequate protection for "the big one" that residents had long feared would hit New Orleans.

But more than ten years of research and reporting on hurricane and flood damage mitigation efforts in and around New Orleans indicate that local and state officials did not use federal money that was available for levee improvements or coastal reinforcement and often did not secure local matching funds that would have generated even more federal funding.
The Orleans Levee Board, the local government entity that oversees the levees and floodgates designed to protect New Orleans and the surrounding areas from rising waters, bragged in a supplement to the Times-Picayune newspaper in December 1995 about federal money received to protect the region from hurricanes. "In the past four years, the Orleans Levee Board has built up its arsenal. The additional defenses are so critical that Levee Commissioners marched into Congress and brought back almost $60 million to help pay for protection," the pamphlet declared. "The most ambitious flood-fighting plan in generations was drafted. An unprecedented $140 million building campaign launched 41 projects."
The levee board promised Times-Picayune readers that the "few manageable gaps" in the walls protecting the city from Mother Nature's waters "will be sealed within four years (1999), completing our circle of protection."
But less than a year later, that same levee board was denied the authority to refinance its debts. Legislative Auditor Dan Kyle "repeatedly faulted the Levee Board for the way it awards contracts, spends money and ignores public bid laws," according to the Times-Picayune. The newspaper quoted Kyle as saying that the board was near bankruptcy and should not be allowed to refinance any bonds, or issue new ones, until it submitted an acceptable plan to achieve solvency.
Blocked from financing the local portion of the flood-fighting efforts, the levee board was unable to spend the federal matching funds that had been designated for the project.
By 1998, Louisiana's state government had a $2 billion construction budget, but less than one tenth of one percent of that - $1.98 million - was dedicated to levee improvements in the New Orleans area. State appropriators were able to find $22 million that year to renovate a new home for the Louisiana Supreme Court and $35 million for one phase of an expansion to the New Orleans convention center.
The following year, the state legislature did appropriate $49.5 million for levee improvements, but the proposed spending had to be allocated by the state bond commission before the projects could receive financing. The commission placed the levee improvements in the "Priority 5" category, among the projects least likely to receive full or immediate funding.
The Orleans Levee Board was also forced to defer $3.7 million in capital improvement projects in its 2001 budget after residents of the area rejected a proposed tax increase to fund its expanding operations. Long-term deferments to nearly 60 projects, based on the revenue shortfall, totaled $47 million worth of work, including projects to shore up the floodwalls.
No new state money had been allocated to the area's hurricane protection projects as of October of 2002, leaving the available 65 percent federal matching funds for such construction untouched.
"The problem is money is real tight in Baton Rouge right now," state Sen. Francis Heitmeier (D-Algiers) told the Times-Picayune. "We have to do with what we can get."
Louisiana Commissioner of Administration Mark Drennen told local officials that, if they reduced their requests for state funding in other, less critical areas, they would have a better chance of getting the requested funds for levee improvements. The newspaper reported that in 2000 and 2001, "the Bond Commission has approved or pledged millions of dollars for projects in Jefferson Parish, including construction of the Tournament Players Club golf course near Westwego, the relocation of Hickory Avenue in Jefferson (Parish) and historic district development in Westwego."
There is no record of such discretionary funding requests being reduced or withdrawn, but in October of 2003 nearby St. Charles Parish did receive a federal grant for $475,000 to build bike paths on top of its levees.
Democrats Blame Bush Administration
Congressional democrats have been quick to blame the White House for poor preparation and then a weak response related to Hurricane Katrina. U.S. Rep. Henry Waxman (D-Calif.), ranking democrat on the House Government Reform Committee, joined two of his colleagues from the Transportation and Infrastructure and Homeland Security committees Tuesday in a letter requesting hearings into what the trio called a "woefully inadequate" federal response.
"Hurricane Katrina was an unstoppable force of nature," Waxman wrote along with Reps. James Oberstar (D-Minn.) and Bennie Thompson (D-Miss.). "But it is plain that the federal government could have done more, sooner, to respond to the immediate survival needs of the residents of Louisiana and Mississippi.
"In fact, different choices for funding and planning to protect New Orleans may even have mitigated the flooding of the city," the democrats added.
But Rep. Tom Davis (R-Va.) suggested that Waxman "overlooks many other questions that need to be asked, and prematurely faults the federal government for all governmental shortcomings; in fact, local and state government failures are not mentioned at all in [Waxman's] letter."
Davis wrote that Waxman's questions about issues such as the lack of federal plans for evacuating residents without access to vehicles and the alleged failure of the Department of Homeland Security to ensure basic communications capacity for first responders might "prematurely paint the picture that these are solely, or even primarily, federal government responsibilities.
"This is not the time to attack or defend government entities for political purposes. Rather, this is a time to do the oversight we're charged with doing," Davis continued. "Our Committee will aggressively investigate what went wrong and what went right. We'll do it by the book, and let the chips fall where they may."
The House Government Reform Committee will begin hearings on federal disaster preparations and the response to Hurricane Katrina the week of Sept. 12. The House Energy and Commerce Committee is scheduled to hold hearings on the economic recovery from Katrina beginning Wednesday morning.

The film, broken into four parts, is much more than a memorial chant to those who died in a natural disaster that went largely unmitigated by manmade relief. It also is a comprehensive look at what the storm did to the lives of the people who survived it.
The docu doesn't shrink from any part of the story. It includes the vast landscape of devastation, which is indisputable, as well as the assignment of blame for the tragic and inadequate response, some of which remains debatable. Lee's work is big enough to allow for conflicting opinions, though in most cases, it isn't hard to discern where the filmmaker stands.
There are powerful images and words during both nights, but if you must choose only one to watch, pick the first. Acts I and II deal with the predictions of the hurricane, the terrible storm and the immediate aftermath. The faces of Katrina's victims, as they describe their life-or-death ordeals, are flat-out unforgettable. Individual accounts put larger stories -- everything from the horrors at the Superdome to the extent of looting -- into greater perspective
Acts III and IV, though no less important to the telling of the story, are more reflective and less visceral. They highlight the inadequate government response and, through news footage and interviews, offer a variety of reasons and excuses. The final night also deals with life after Katrina including, in particular, a segment on the emotional wounds likely to last for generations. Both nights show the genius of Terence Blanchard, whose original music heightens the drama, and of the editors, who made superb choices from a huge volume of material.

Katrina's swath of destruction was far wider than just the city of New Orleans. Lee acknowledges the damage to parts of Mississippi and other areas in Louisiana, but his focus is almost entirely on the Crescent City and its residents. Although Katrina's wrath was felt by everyone in its path, Lee is particularly sensitive to the toll it exacted on New Orleans' least powerful citizens, most of them black. While this adds to a subtext in the documentary that race was a key part of the story, it also focuses attention on the greatest human costs and the need to avert such suffering in the future.

It took so long to get food and water there because Blanco and Nagin refused to let the Redcross come into the state of LA after the Hurricane was gone for 48 hours. They were all over Miss waiting to get there but they couldn't until they signed over Authority for the Fedral Government to help out and send in Resources to help.... Magin Made the comments..."we dont' want to make them too comfortable, they will never Leave"


WTF does Iraq have to do with a Hurricane in the Gulf.... If that was the case you would have to say he was more concerned with Iraq, Alabama, Florida and Mississippi....becuase those states had everything they needed to help people out.....They had leaders with some forsight that signed the necessary Documents for the Feds to declare National Emergencies to get them the Help they needed.... Red Cross and Government Help was already stationed in those states ready to Help if needed
